By the way, to what kind of “global test” should American use of military force for defensive purposes be subject? “Global test?” Do we ask France, Russia, China, and the British about whether or not it’s okay to lock the doors at night? Or shoot the intruder in the bedroom? If there is a threat, there is a threat. If not, there’s not. What matters is not how anybody else sees it, but what Americans feel is necessary to defend America.
Historical footnote: all of Europe and his own citizens labeled Churchill “hysterical” in 1933, when Hitler rose to power. Churchill wanted proactive measures; by the time he got them, Poland was annexed by the Third Reich. Is the war on terror World War II? No, but the danger is just as real, and the call to act just as clear.
